Humanized versions of the awesome dudes from the TV series: Penguins of Madagascar.
So, the four guys in the black suits are; Kowalski, Rico, Skipper and Private, the guy in orange... that's Fred: a minor recurring character.

This is an episode reference. (Concrete Jungle Survival)

I did gain inspiration from other artists who had humanized these guys.

Also, as for their uniforms - I see them more of the actually secret undercover. So the uniform is built with purpose and are unique to their division; whilst contain the ever so standard bulletproof vest. (That Rico doesn't wear )

I hated the banjo, to put it mildly - and there are probably going to be some mistakes riddled through this - BUT I do actually like the outcome...
